Pump #10 is one that the techs worked on last week but is still around 62 degrees even though the thermostat is at 75, and has been that way for weeks. Thanks for your help. I just changed the chip out today and sent it back to Tom Fuller. I was hoping that we would have some data soon. FYI, our first months electrical and gas bills came in. I thought the electrical ($3000) was fine but thought the gas ($1000) was high. Cheyenne maintenance folks thought was great since we have had so much cold weather. They were predicting that it would cost us around $60,000 for utilities if the building was not optimized. The building is exceeding their performance expectations. You sent one to me but it didn’t work. Could you please resend the AutoCAD file and make sure it is saved as a 2000 or 2002 format. It looks like the one you send me was probable newer. Correspondence 3/14/2006 – Email from Seth Carson to LCCC Team As some of you know, we have received our first quarterly wind data report from the WBC. It looks promising. Ted Hanlon’s estimates seem to be very close. I have processed the preliminary data and it appears that our proposed 65kw turbine will make somewhere between $11K-$12k per year; based on the average and power curve chart. Not including the “time value of money” this will equate to around a 14-15 year payoff assuming energy costs will increase to match a 3 percent inflation rate. From what I am reading, energy costs will most likely double in the next fifteen years or sooner. I believe we will be closer to ten year ROI. Hopefully the turbine lasts that long.
Also, I have attached two spreadsheets along with the wind data. My spreadsheets indicate the 2006 utility costs forecast and the 25 year energy outlook. I hope it is helpful. Also, this is my best guess after seeing the preliminary numbers Phil gave me. In short, the energy grant will in fact make a significant impact on LCCC’s budget. Kudos to all that helped make this happen. Now we just need the supplemental grant. I am meeting with Tom Fuller regarding another project tomorrow and will try to get a report back for you all regarding the grant status.

I've read your other e-mail and do not know anything about this change order due to C&W. If it is something the college has asked C&W to do that is more than their contract scope, it can be directly handled with C&W without involving Taylor Kohrs. Original drawing by Building Commissioning, dated 9/28/05, and revised drawings by Bluefeather Design Build Associates, dated 11/14/05". This PCO #05 is included in Taylor Kohrs Change Order #03 which was issued by TK on January 25, 2006 and signed by the college on February 3, 2006. Unfortunately I don't know to what extent the drawings were revised, and which subcontractors it impacted. I agree with Nicole, I only have on file Taylor Kohrs "Change Orders #01, #02, & #03. Thanks Joshua Newell Correspondence 3/15/2006 – Email from Jerry Harris to Seth Carson Seth, I am working with Nicole to finalize the "Substantial Completion" document and need the following ASAP: 1) Your most recent "Punch Lists" specifically noting what has not been completed and/or corrected. 2) Punch Lists include: A) Walk-thru of 01/05; b) Walk-thru dated 01/09; and c) Commons Walk-thru dated 02/01. Secondly, regarding your e-mail of Tuesday, March 14th related to control system issues with Air Comfort and CW Industries, before we demand that "scopes of work" be done, I suggest that we have a meeting here in Cheyenne to discuss these issues. There seems to be a great deal of confusion over this whole issue, and it is very important that we work together to finish (if need be) this project on the right note. In fairness to all, the levels of commitment and responsibility during the latter stages of this project varied from person to person, and thus the understanding and knowledge of same also varies. I suggest that the following attend this meeting: a) Tim Macnamara, Ed Bales, Bob Cox and myself from LCCC Cheyenne b) Eileen Ely, Phil Neal and Seth Carson from Laramie c) Nicole Buscher from TK Thanks Jerry L. Harris Correspondence 3/16/2006 – Email from Jerry Harris to Seth Carson I can and will follow-up on these items Seth identified, but I was unaware of any uncompleted items. Air Comfort had stated that the last meeting that was held on site all related to added scope of work. Next week the best days for me are Thursday or Friday. As you see TK is getting close to completing their inside work. I must report that several cracks have appeared in the drywall in various rooms. When Ralph is back in town I will go over them with him. FYI, the list does not include items that may have been completed on the roof though. Also, all past punch listed are posted on the project website and linked. Jerry you can find everything you need there. Also, the HVAC control system meeting is fine; I am free anytime next week except Tuesday or Thursday. Wednesday afternoon would be best. Jerry, can you set it up with Tim and Ed??? Also, Fremont has completed the installation of the new English lab IT cables and jacks. No official news to report from Tom Fuller other than that the supplemental grant is in his 2006 DOE action plan. I.E. it should be a done deal as of July 1st, 2006. That’s all for now. Cheers, Seth Carson Punch List –Commons Area, 3-16-2006 Punch List –East Pod, 3-16-2006 Punch List –West Pod, 3-16-2006 Correspondence 3/16/2006 – Email from Seth Carson to LCCC Team Tim and Ed, I have compiled some of my information regarding the controls. I have attached several things FYI. Ultimately, I would agree that we should have meeting to discuss this stuff. I am free anytime. In summary, CW and Taylor Kohrs still need to finish there agreed upon work regarding the controls. First, as you will see, TK hired CW to provide building system control with the 2-way valves option for $69,665. This was agreed upon in the 9-8-2005 controls meeting. Please review the attachments from that meeting. As you we also see, a CW scope was agreed upon in that meeting and sent out later by Nicole. Ed and Tim, please review this scope and VERIFY that all of these items have been successfully completed and provide by CW. I my observation, the line items have been completed, but the operating sequence for the building circ. VFD pumps needs some work. Specifically the reset pressure drop problem everyone is aware of. In my limited opinion, I would inquire about possibility of a program to be drafted that would reset all heat pumps automatically after the building pumps are switched weekly. I think that would resolve that problem but I’m not positive. Second, you will also notice that CW agreed to provide the data stream to the LCCC computer at no charge. The web info and access has been set up but not the data collection recording. LCCC has the computer and needs CW to set this part up. This was agreed on in the meeting notes and needs to be completed by CW. I would request that this be completed by March 31st so we can have data beginning in the second quarter. This work will not be an additional cost as it was agreed upon already. As I stated earlier, it needs to be streamed in the following requested format so our web programmer can draft the grant kiosk. At this point, it is not my intent to use CW for the web kiosk as there are more advanced and better looking web energy portals. We will mostly likely be getting free programming from UW on this. The format requested is from my 8-30-2005 email to TK: The solid state control system (CXM) needs to have the optional MPC (Multiple Protocol System) interface system included. I confirmed with the energy kiosk programmers that this is necessary and the correct protocol to get a clean data stream from the system. This format will work with the “Green Touch Screen” web programmer I have an estimate from if UW does not come through. Also, I would like to see what CW’s web portal looks like. Ed, do you have a link to one. Furthermore, LCCC’s ACC “control view” is something that I can only view while on the campus network, and not on the WWW. I assume LCCC staff have a remote access from their homes, etc. UW will need this for their grant researchers. I am also interested in having web access to the ACC “control view”. I could confirm this and work with the web programmers if I had access at my office. Nicole, I would request that this data streaming component be completed as agreed upon. I don’t believe it will take CW long to set this up. Please reply with your course of action. Third, as you will review in the attachments, CW was also awarded $7,825.00 to meet the requirements of the ground loop HES data collection and interface. I can confirm that the have provide all the points Bob Berry and I requested. Forth, as you know the flow meter has been installed. This was in the above change order. Programming needs to be completed to record the volumes of water that flow through the HES. CW has stated that they can program this. The “control view” has this listed but is not totaling. This is something that is critical for the SEO permit. If the CW data stream is completed, this should be a slam dunk. I would request that TK completes this by the end of this month as well. Fifth, there is an outstanding change order #5 for $1,474.14 that needs to be completed. This includes CW taking control of the HES well pump controllers. This needs to be completed. Carson Correspondence 3/27/2006 – Email from Tim Macnamara to Seth Carson Nicole- Following up on our meeting last Fri, attached are the operation and maintenance manual installation instructions for the Climate Master heat pumps for the ACC project. On page 8, there is a note that filter rails are furnished with the heat pumps, and if the filter rails need to be removed for ducted installations, they must be replaced with a duct flange or filter rack. We believe that needs to be done on the heat pumps installed in the ACC. Any questions, let me know. Tim Correspondence 3/28/2006 – Email from Nicole Buscher to Seth Carson I walked the remaining items (no sign-off by either Jerry or Seth) on Friday, March 24th, following our meeting in Cheyenne. Attached are updated lists based upon my walk-thru. What I did was took the files Seth had last updated and 'grouped' any items together that were signed-off. Therefore, the only ones visible, without ungrouping, are those items I reviewed. I then added a column and provided my comments as I thought necessary. If possible, please review and respond this week with comments. It appears as if Ralph may be available next week if we have a final list to work off of. They noticed the control valves on heat pumps #24 & #25 in rooms 108 and 111 are still not installed properly, they are hanging from the connection wires. I know they were listed on the punch list and some of the others have been fixed. Just didn’t want you to sign off on the mechanical punch list until these valves were installed correctly. Tim Correspondence 3/30/2006 – Email from Jerry Harris to Seth Carson Good Morning Everyone, We are in the process of finalizing the “substantial completion” process regarding the Albany County Campus project. Effective immediately, please note the following changes related to project management and facility management: PROJECT MANAGEMENT: Ø Seth Carson has completed his responsibilities as project consultant and will no longer be involved with the project. We will probably be using his services at a later date regarding the UW grant and the exterior energy grant (wind turbine, solar array, etc). Ø I will act as the project manager and assume any roles Seth was performing. Ø Responsibilities and communications with Taylor Kohrs (and their subs) will be handled thru my office, this includes (but not limited to): completion of punch lists, unfinished scopes of work, warranty issues, financial issues, etc. FACILITY MANAGEMENT: Ø Normal day to day physical plant or mechanical system issues which are not project or warranty related will be coordinated thru Tim Macnamara or Ed Bales office. Ø Overlap areas between physical plant facility management and project management will be coordinated between Tim and myself. I completed a walk-thru and check of punch lists on Wednesday, March 29th and will keep everyone updated on the final outcome of this process. I am in the process of working with Nicole Buscher to bring to a close the substantial completion process and the scheduling of all unfinished scopes of work. Thanks Jerry L. Harris Correspondence 3/30/2006 – Email from Tim Macnamara to Seth Carson Hello- During our meeting last Fri, we talked about replacing the Telekinkique (sp) VFD’s as a possible solution to help quiet the pump motor noise in the mechanical room. We have a price quote of $1,975 for two new Graham VFD’s. I propose we order these two new drives using the ACC maintenance budget. Once we get the drives, we need to figure out how to get them installed, and that will cost a few more dollars. Any objections? Harris Correspondence 3/30/2006 – Email from Phil Neal to Seth Carson Hi all, I concur as long as we have checked to make sure they fit in this space. I remember someone saying that the pumps we were thinking of using as replacements were much larger and might not be enough space for them. Do we know if the new ones will fit? Phil Correspondence 3/30/2006 – Email to Tim Macnamara from Seth Carson Tim, I understood it as the pumps were over sized and that they are so load because as pumps operate at their low end speed, there frequency is at it lowest and their noise it at its highest. I wasn't aware that the VFD controllers contributed to the noise problem are where defective in any way. I may be wrong but I need clarification. The way I understand the meeting, we were not going to buy new pumps, just change out the drives and see if that helps the noise problem. Something needs to be done to correct the noise and vibration issues. Eileen Correspondence 3/30/2006 – Email from Ed Bales to Seth Carson Hi Folks, Let me see if I can help with the confusion. 1. For Seth ... The drives are the problem. If the pumps were on standard motor starters they would only hum or make no noise at all. 2. The pumps were designed to pump a closed loop Geo system twice the size of the existing loop. An in building loop, plus underground. They are likely oversized and that is contributing to the problem. 3. One pump has a vibration and needs replaced or repaired under warranty. 4. The design of the existing drive and the low speed makes it inappropriate for a low noise environment. The engineer or contractor was not told that there were any noise issues. We will be installing our standard product if you elect to do this which has a good but not perfect track record. The problem is mostly building design and placement of the mechanical room. We will always have a little noise problem. 5. I cannot guarantee that a drive change will fix the problem. It will reduce it. The drive I am proposing (we have 24 of them) is a better product and of different design. I can also do some fancy footwork in the programming with this drive and might be able to get it to skip the troublesome frequencies. CW is also going to help at no charge make control alterations that may help. If it helps, VFD noise from mechanical equipment is always a problem so we have historically been sensitive to the issue. I will likely recycle the Telemikanique (sic) drives on the main campus in a non noise sensitive area. 6. There is very little space for the new drives but they will fit as long as we install new back-boards for mounting. They, like most other equipment in the room are an electrical code violation due to working clearances. We can make it all work. 7. Don't know where the 30K came from. No guarantees. May have to change pumps or motors but I think we may be able to make it tolerable. Ed
