Report for 1/31/2005 – 2/4/2005 – LCCC – Albany County Campus

Meeting 1/31/2005 – Seth Carson, David Walrath, and Scott Morton   

Seth met with David and Scott at the UW to research the specifications on the windmills in further detail.  Scott (samorton@uwyo.edu) highly suggested that the grid tie be in the building due to the power company rates and economics of the meter.  If we directly grid tie, the power company will only give LCCC low cost net meter provide compensation (3 cents/kwh).  If we integrate, the building can use the power and save the net difference of (9 cents/kwh).  Three times the economy. He also stated that we could only produce a maximum of 50kw into the grid, otherwise we are considered a small power plant and LCCC would have to met federal standards.  Scoot also stated to use the rule of thumb that the rating of a mill (ie. 40 kw) really produces one quarter the yearly output of energy (ie. 10kw).  This helps predict power bills, etc. 

Scott also provided the below resources. He suggested we use Ted Hanlon from High Plains Solar & Wind (307-630-0774) to help with products and design engineering.  He also listed the name Bill Young (307-379-2563) as a person he owns a bunch of windmills and knows were to get the “best buys.”  He stated that there is large wind farm in California that is selling used and refurbished (like new) 50-65KW windmills that are good buys. I told him out budget and he said we should have no problems with building grid tie and products.

Hi All, 

Now that we have submitted a core and shell permit set to the City of Laramie, we wanted to meet with Tom Fuller to make sure we have included necessary information on the drawings in regards to the Energy Grant. 

We have set a meeting for Friday Feb. 4th at 9:00 am at Tom's office in Cheyenne.  Tom will be leaving town soon and we wanted to get this meeting in before we submit for the full permit at the end of February. 

It would be appropriate if at least one individual from LCCC could be in attendance.  As LCCC's Project Manager for this building, Seth may be the most appropriate attendee.  However, if others can make the meeting they are surely welcome. 

I apologize for the short notice, but I was unaware that Tom would be out of town for much of this month.

Correspondence  2/3/2005 – Email from Phil Neal 

I will be there. We also need to talk about some plans for locating the turbines and PV array. I have been talking with Pacific Power and they will need a site plan illustrating where the turbines and PV's will be so they can give us details on how to hook up to the grid and any related requirements. Meeting 2/3/2005 – Seth Carson and Ralph Knox 

Seth met with Ralph to discuss the recent current events and tasks Taylor Kohrs is working on.  Ralph stated that he had met and given Rick Jensen (City of Laramie – Fire Marshall) a set off plans to review.  This is standard practice for buildings of this size.  Rick looks for egress issues and fire scenarios.  Ralph stated that he was working on Rick to try and remove the fire truck turn around requirements on the west side of the building. 

Next, Ralph stated he had MKK working on the mechanical design. Gene from MKK was working on the load calculations with Major-Geothermal.  Ralph also stated that Tim Laughlin is working with MKK on the glass specifications with B & W Glass Company (vendor/manufacture).  Glass specifications will need to be finalized before the loads are finalized, and the geo-system can be finish.  Tim was also working with the radial roof design, specifically a zinc roof material for the curved roof.  

Ralph also updated Seth on the IT status.  He stated that he was meeting with Fremont Electric later today to finalize the design and bid of the IT.  He explained some of the timeline of events that lead to the current IT budget and LCCC needs.  He stated he was still trying to get Michael to get the IT back on track. 

Also discussed were the bids that were out.  The SIPS, concrete, and steel were all out to bid and due back by Feb. 10th.  Also in the design works was the landscape design.  He stated he was not able to retain his first choice for the designer but that he was working with Mill Brother Designers.   

Ralph stated that he was meeting with John Parks in the next couple of days to see where the sprinkler and plumbing design was at.  He stated that John’s deadline was next week.  He reported that no waterless toilets were going to be used.  He thought the maintenance problems were something he didn’t feel comfortable with.  

Ralph also stated that the DEQ permit was approved for the site waste water run off.  The DEQ permit for the building was still pending though.  He said that LCCC would Bob Cox could get copies at some point. 

Seth also presented Ralph with a copy of the LEED energy commissioning proposal and asked Ralph and Scott to review it.  Ralph stated he would support the commissioning as it is a good third party check off for the specialty mechanical systems that are going into the building.  Seth also stated that the wind/solar power needed to be integrated into the design of the building for economic reasons.  Seth makes sure Ralph has the electrical design engineer separate there design fees for the grant.

Yes, I’m coming over to the meeting tomorrow too.  Bob, I have the rough draft done of my financial spreadsheet done for you to review.  It outlines the energy stuff along with all other costs so we can track and play with budgets, contingency, etc. to help us make decisions on line items as the bids come in.  Phil thanks for taking to Pacific Power.  I have a lot more info on the Wind/PV stuff to share with everyone tomorrow.  See you there.

Design Team Meeting 2/4/2005 – Seth Carson, Tim Laughlin, Tom Fuller, Bob Cox, Phil Neal, Tim Mac. Location at the Wyoming Business Council in Cheyenne, WY. 

This meeting was held at the WBC primarily to discuss and go over the building project plans with Tom Fuller.  Tim Laughlin went though the shell and core permit plan set with the team and explained his notation and syntax for indicating grant funded specific items within the building plan set.  They are indicated with the EG notation and numbered for specifics.  Tim L. went on to explain that exterior “eyebrows/sunscreens” were acting as a light shelf/shading energy technique and would be considered under the daylight part of the grant.  The upper windows would be in the grant and collect the bounced light and direct it into the classrooms spaces, etc.  He stated the sunscreens would be let 18% of the light through to the lower glass.  Tim M. asked about the maintenance of the metal sunscreens.  Tim L. stated that they could be galvanized or be painted.  Tim M. suggested using a high quality powder coat type paint application. 

Tim also went over where the SIPS were in the plans and that the geo-exchange plans were not ready for Tom to review yet.  Tim went on to explain the window specifications for the team. He stated the cladding would be aluminum that would be good for low maintenance and have a good exterior thermal break as well as good looks.  He stated the windows were using the “starfire” technology that prevents 73% heat gain and has a 1.74 coefficient rating.  Also noted by Tim were the control systems and the occupancy sensors with regards to the EG notation.  Tim M. asked about the lighting and light level controls.  Seth explained the dimmable ballast that Tim specified could be costly and it may have to be that the light controls shut on/off banks of light and not auto dim them to met budget.  It was agreed the Randi Brehmer should do a life cycle analysis of the lighting methods. 

Phil stated that he had been in contact with PP&L about the purchasing of green tags for the school.  Also discussed the pv/wind grid tie options.  Seth indicated that he had a lot more information regarding this matter.  He explained to the team that the pv/wind had to need to be connected inside the building to maximize the economics.  It was agreed to have Taylor-Kohrs treat any extra design and task work as a change order to their contract and pay for it with the additional grant funds.  Seth and Phil set up a meeting for the next week to plan for the pv/wind items I more detail.  Phil also asked Tim M. about the exterior finishes.  Tim explained the majority of the outside finish was CMU split-face block.  Tim also explained the roofing system.  He stated the roof would have steel joist below metal decking below rigid R-38 insulation. 

Bob commented on the electrical needs and mentioned the importance of the budget.  He also suggested using the IT furniture that has integrated power/IT in it.  He said that this would allow for flexibility with rooms configurations and lower the amount of in floor IT and cabling work that needed to be done. 

Seth presented the team with the commissioning firm’s proposal.  He explained the importance commissioning and that this would really benefit Tim M. and facility manager work and understanding of the specialty energy HVAC systems.  The commissioning would provide an O&M user manual for the building systems.  The commissioning would also validate and economize all the design work for these systems.   The proposal is linked here.  Tim M. said that commissioning needed to been done with or without the LEED’s certification pursuance.  Bob took a copy to review.   

Lastly, Seth went over the cost spreadsheet with the Tim Fuller and indicated the energy notation and methodology.  Bob took a copy to review.

I tried to keep the letter simple and to the point. I am not sure how technical Tom wants us to get, but look it over and edit at will. Thanks for all of your input and work. I cannot get together on Monday as Eileen and I are in Cheyenne for a conference. It sounds like you are not available on Tuesday, so it may have to be Wednesday. Other than lunch from 12-1, I am wide open on Wednesday. Let’s also talk about how to best work with Pacific Power so that we are not duplicating efforts. Talk to you soon.

Correspondence  2/4/2005 – Email from Phil Neal

Hi all, 

I was just visiting with Tim Nyquist (one of our construction technology instructors) about parking. I told him I was worried that 120 parking spaces were not enough, but that our budget did not allow for more. I was worried about this because if we have 120 spaces, and we have 6 classrooms with 20 students in them at any one time, we are out of parking space. Currently, in our present location  we have more than 120 students on campus at once. What happens when we double our number of classrooms? 

According to the blueprints, we have 13 classrooms which will accommodate 20 students or more. Tim mentioned that if we needed, we could create overflow parking to the east of the parking lot and use “road base”. According to him, this material is about as cheap as it comes and is made from crushed (recycled) street material. He said it packs down well and does not turn to a mud pit.  

If I could come up with the funding through student fees, would this be something we should think about? I can’t see this being a change order because all we have to do is contract someone to dump and level this material after the building is constructed. I also thought that since this is recycled material it might help to get us another point on the LEED’s certification. What do you think? Am I worrying about something I don’t need to?

I have attached the revised letter.  Feel free to revise it again.  I took out the stuff about the 6 months.  Ideally a wind study is for one year.  It would be my hope to have the tower there longer than 6 months.  Anyways, let’s meet later this week to make sure our work is not being duplicated. You set it up a time, TUES no good with city council stuff.  Thanks for your work on this project.  It makes it easier on me and everyone that you are the one person at the ACC that is proactive and positive with this project.

Meeting 2/9/2005 – Seth Carson and Phil Neal 

Seth and Phil met to discuss and share information concerning the pv/wind aspects of the project.  Phil gave Seth the following contacts from Pacific Power.  Craig Nelson for local service issues at (307)352-5202 and Richard Park for local planning (307)760-0708.  Phil stated that he had been in contact Trig Soleim for the green tags purchasing agreement with Pacific Power.  Seth stated that he had been in contact with a company that is the countries largest green tag reseller.  Seth informed Phil that before green tags can be bought, the building electrical yearly loads and predicted usage has to be calculated to find out how many tags LCCC needs.   

Phil reported that Robert Park from Pacific Power had requested a site map to see where the pv/wind would be located.  Seth said that the best approach was to integrate the pv/wind power into the building.  Seth also stated that Pacific Power might not even need to get involved since LCCC would now be using the pv/wind power directly and then use grid power as a supplemental.   

Phil also mentioned that Ralph was working with Chuck Polson (303)287-8091 as an alternative IT/electrical design/construction provider to Fremont electric if prices and budget cannot be negotiated.  

John Ely stopped in and put in his thoughts about the wind/pv power.  Phil and Seth filled John in on the up-to-date information concerning the project. 

Meeting 2/9/2005 – Seth Carson and Rick Jensen – Fire Marshall and Fire Plan Reviewer 

Seth stopped in to see where Rick was at with the plan review for the fire department.  Rick quickly explained that he was working on it and expected it to be off his desk in the next 10 days.  Seth asked Rick about the fire turnaround circle on the west side of the building.  Rick stated that he had been in contact with Ralph and Tim L. and thought that he could reduce it to a 70ft turnaround diameter but NOT eliminate in.  Rick showed Seth the fire code and Seth agreed that there was not way to eliminate the gravel access and turnaround as the code specifies.  Seth asked if there were other options for the material or access.  Rick said the access road material had to support and 80 ton truck and that the site could be design differently.

Correspondence 2/9/2005 – Seth Carson and Jerry Hankin – City of Laramie Plan Reviewer and Building Inspector  

Seth stopped in to see where Jerry was at with the building shell and core permit plan review.  Jerry was busy but fired back the following email.         

Seth, sorry I missed you.  I’m still waiting for a landscaping plan from Ralph Knox.  I can’t complete my review until I get it.  I have not received fire department comments or engineering drainage and utility coordination review yet and cannot speak for them as far as a time frame.  Do you know if the reimbursements have been made to Walmart/Gem City?  Ralph indicated that he planned no building work until mid-March, with perhaps some minor grading before then, but he has not yet provided a copy of their WYPDES permit and SWPPP.  Those will also need to be reviewed and in place before he starts any earthwork.  Do you know the status of the M and E plans?  Also, the structural sheets need to be signed/sealed by a Wyoming PE.  The design is based on the 2003 IBC, which we have not adopted yet, and I have not received a copy of the geotechnical report.  I hope this information helps.  Call if you have more questions.

        Hi all,

I wanted to forward some information to you which I just forwarded to Michael. A gentleman by the name of Chuck Polson from APS Inc. (303-287-8091) called and said he is the “electrical contractor” who Scott Kohrs brought in to handle our IT needs. He wanted to know information, of a technical nature, that I did not have. I referred him to Michael Walters for further clarification. He said that he would like to take the notes that Scott gave him and put together a package. Then he would like to meet with the design team and decide if we need to add to the wiring package or subtract from it. I got the impression this is Scotts attempt at bringing on board another subcontractor who may be able to give him a better price tag from what Fremont Electric could give him, at least for the IT needs. Meeting 2/10/2005 – Seth Carson and Ted Hanlon – High Plains Solar & Wind  

Seth brought Ted in to assist with the pv/wind products and selection.  He was recommended as a product and design resource from numerous sources.  His education is in Chemical Engineering.  Ted had a lot to say about solar panels and the wiring schematic methods for interconnecting to the building to the photovoltaic panels.   

Seth informed Ted that LCCC had been awarded a grant to fund pv/wind power production for LCCC.  Seth did not share the awarded grant amount so as to help LCCC with the negotiation process later.   

Seth asked Ted in detail how he thought the pv/wind should be grid-building-tied.  Ted explained that the synchronizing of the building grid power with the windmills and photo voltaic array would be done inside the main service breaker.  After passing through the transformed and stepped down 3 phase building service grid power, the PP&L electricity would come into the building main disconnect breaker panel.  The main service power would have a single disconnect lever that feeds the main panel bus.  This bus would have the homeruns and leads to and from the building sub panels that are throughout the building.  The main bus would also be where the pv/wind source energy would connect. 

It was agreed that the pv/wind installer would bring the lead cables into this location. It would be the electricians and electrical designer for the building that would size the input connections points with in the main panel to accept the “pigtailed” pv/wind power energy.  

Seth asked Ted about specific products.  Ted stated that he designs and sells Kyocera solar panels, system, and accessories.  Seth stated the grant had provided for 1000 sqft of panels.  Ted and Seth preformed some calculations on the array size and came up with the following:   

1000 sqft. = 64 – 187 watt Kyocera Panels  

Ted retails the panels at $4.32/watt = $51,701.76. 

He said the there would be 4 arrays with 16 panels per array.  This equates to 16 * 26 volts/panel = 416 V DC power.  This will be a good voltage for a long distance of run from the panel to the building.  In short, the pv panels could be place far away (by the wind mills) and not lose much energy in the transfer.  

Then LCCC would need an inverter.  Ted recommended the Zantrax 15kw grid-tie model.  This would be another $15,000 or so.  In addition, the wiring, panel racks, concrete slab and possible protection fence around the solar panels would extra expenses.   

He stated the racks would be around $10,000 for the panels. 

Seth asked Ted about the design of the pv system.  Ted stated that he would provide the electrical building engineer with a 1 line diagram (typ.). 

Next, Seth and Ted discussed the wind mill.  Ted stated the wind products in the size range LCCC needed were few and fare between.  He stated the he knew of some older models that were more reliable.  Ted said that he had just been outside of Boulder, CO at the NREL test lab last week and had seen a model that might work best for LCCC.  The Nordtank 65kw model was onsite and operational there.  He suggested that I go and visit the lab with him if LCCC was serious about purchasing a used one.  He said that these older windmills were probable coming from a large farm in Alta, CA.  He mentioned another brand by the name of Vestas that was good too.   

Seth asked about prices and break downs for the windmills. 

If a separate transformer was needed, it would be about $15,000.  He stated that a new 65kw windmill would be about $50-60k but a used one would probable is much less.  The wiring and installation would be about $30k for the mill. 

Ted stated that he charged $75.00 per hour for his time.  This covers the design, installation, and coordination of the pv/wind efforts.  The total would be around $15,000 total.  

John Ely stopped in and shared information about LCCC’s Construction Technology Program earning the Energy Star certificate.  Ted and Seth congratulated his efforts.  

After the meeting, Seth took Ted to the site and they selected a location for the wind anemometer, windmill(s), and pv array.   

Phone Conference 2/10/2005 – Seth Carson and Bill Young (307-379-2563) 

Bill called Seth back to discuss his knowledge about windmills.  Bill stated the he work at the Medicine Bow wind farm for quite some time now.  He was quick to add that he had at one time in his life owned and operated for the government, the world’s largest windmill.  Seth asked him about his assistants, specifically regarding his expertise, education, and experience with windmills.   

Bill stated that he had a 65kw Nordtank windmill on site that he had purchased in 1995 for 15k.  He said he has had to do some work on the windmill gear box but overall it was a good windmill.  He recommended that this or the Vestas brands are really the only two mills that are somewhat reliable for the output range. He stated that he knew where we could get some of these older mills.  

Bill said he would be happy to have someone come see this windmill.  Seth stated that he was going to send Bill some more information on the project and have Bill reply with the collection of his resource names.  Bill agreed to send Seth a letter in response and help facilitate information sharing and suggestions on the LCCC project.

Seth, 

    I will be travelling to Chadron, NE next week or early the following week, to get involved in a biomass energy project there, and would like to use that westward distance travelled to lower the cost to visit with your project team. Is approval close enough for you to send me electronically, or by hard copy, any drawings or system narratives, or work done or estimates by the geothermal firm, that have been generated to date?  

    This info in advance would make a first meeting with the team more productive. If you are still on the schedule you projected when we first corresponded, then I will need to catch up in a hurry, if my design reviews are to be most effective and not disruptive to the flow.

I have posted the last two weeks of reports on the project website.  Please review them so were all on the same page and not duplicating work. Thanks. 

Scott and Ralph please review the energy grant meeting notes and the pv/wind meeting notes specifically.  They explain information you need to get the building grid-tie the pv/wind to work in the building, etc.  FYI everyone, I’m planning a pv/wind meeting/presentation for later this week.  The presentation (costs, products, grid-tie, install, services, etc.) will be for the team and the electrical designers/contractors and will be given by Ted Hanlon – High Plains Solar and Wind.  

Bob, Tim M. and Eileen, I really need to give the commissioning firm a response early this week.  Have you guys made a decision on that???  

Bob, I received your fax with the payment request form from Scott.  Scott, I have some questions (I’m going to call you in the morning) on it then I will fax it to you later tomorrow Bob.

Correspondence - 2/15/2005 – Email from Tim Macnamera to Seth Carson 

Seth- 

I’m in favor of funding the commissioning proposal.  I think it is in the best interest of the college, especially with quite a bit of new technology being incorporated into the project.  The $14,500 seems like a good price.  Not sure about the additional $4000 for document & submittal review, guess I’d need to learn a bit more about that.  I thought some of that, you were already doing.  But maybe this additional is something required for LEED certification. 

After reviewing the core and shell permit set of plans, here are a couple of observations:

-          couldn’t find any electrical room unless we are combining it with the wiring closets – can we do that, now that we are supposed to bring the wind generated power to the building rather that to the grid

-          custodial closets are not very close to the restrooms – makes it a little less efficient for the custodians

-          not sure of the reason for the two single toilet rooms, especially the one in the north wing which is about 25 feet from the main restroom

-          not a lot of general storage space

-          mechanical rooms don’t seem big enough for all the geo-thermal equipment, I think Tim Laughlin already knows this 

Please understand these are not criticisms, just observations.  There may really good reasons for what has been done.

Seth received the rough draft of the consulting proposal from High Plains Solar Wind, LLC.  Overall the proposal was very thorough and clearly presented. The comments from Seth are in the linked file below.

Payment Request # 2

Submitted 2/8/2005 for billable dates 1/1/2005-1/31/2005

Approved by SAC 

Seth reviewed the progress billing sheet and application packet.  The application was for the sum of $38,444.00.  It included payment for 70% progress completed by the civil surveying and soils engineering at 70% complete.  Seth confirmed that the site had been test drilled and had reviewed preliminary soils plans generated had been generated by Aspen-Banner.  The legal survey must have been completed to warrant the creation of the civil plans.  Lastly, the architectural design line item increased from 48 to 70% complete in the payment for request.  Although hard to judge, Seth approved that the design increase be paid for the amount requested.  Items that the architects (Midyette Architects) needed to produce was the construction documents and drawings, specifications binders, and structural drawings (shop and construction plans) before the should invoice Taylor-Kohrs in full.  Also, the architect’s field visits and typical on-site and technical support as well as the architect’s on-going certificate for payment review will also carry through the remainder of the project. Therefore, I would not expect to see the final payment request be paid in full for the architectural services until the punch list is completed in December 2005. 

Seth also noticed that the general conditions and the general contractor’s fee did not increase proportionately in percentage.  This raised some concern for the accuracy of the billing provided by Taylor-Kohrs. Major review was needed before next months billing could be finalized.

Correspondence - 2/16/2005 – Email from Seth Carson to Bob Cox 

Bob, 

I would like to set up a meeting on Friday or Monday in Cheyenne or Laramie.  Ted Hanlon from High Plains Power and Wind has given me a proposal that looks good for the pv/wind items.  He and I will be giving a power point presentation on the technology, solutions, design costs, and product cost estimates.   I strongly believe that this is the correct time to bring someone aboard so that the pv/wind technology is correctly incorporated into the building and project scope.  I spoke with ACC and Phil and Eileen are free after 11:00 on Friday.  I think that you, Ralph, Phil, Eileen, and the electrical engineer should be present. 

I have review the Taylor-Kohrs request for payment #2.  I also spoke with Scott and he cleared up some questions I had about the numbers.  Please note that the architect did NOT sign of on this payment request.  Although it is my understanding they will when the “work in place” is completed and moved to the “scheduled value” accounting column.  I’m faxing back to you in just a bit. 

Any news about the commissioning and what your decision is?   Scott said that he thought it was a great deal.  Scott echoed that it is not only used a third party insurance policy, it also will most likely pay for it self in cost saving design.  Scott stated that he received back the steel and concrete bids and that we have a little more extra money in the contingency.  Scott said that he would support LCCC in using contingency for the commissioning.  In fact, I think it would make him more comfortable with all the unique building technology.  

Also, I still haven’t received payment for my Jan. invoice.  Did you receive it?  If not or it hasn’t been sent please let me know. If you can mail it tomorrow, that would be great.  Thanks.

I’m not available on either of those days but am available Tuesday or Wednesday afternoon at 2 or 3 pm or Thursday morning and after 3 and Friday after 10.  So let me know if any of those times work.  I could come to Laramie on Thursday a.m. or Friday but would have to meet at 10:30 or 11 to start.

Phone Conference - 2/18/2005 – Seth Carson and Robert Berry 

Seth spoke with Robert Berry and agreed to send him the project contacts.  I notified him he was on board with the project and to finalize his contract with LCCC.  Seth told him to prepare his paper work for Bob Cox.  Seth also updated Bob on the project status and timelines.

Seth spoke Ted and confirmed the Tuesday meeting time and place.  Seth gave Ted some parameters on the power point presentation.

Rita contracted Seth about the green tags and the LEED’s credit. Rita stated that when LCCC goes to get the green tags that she could beat Pacific Powers price because she has a larger pool of green energy suppliers. She stated that see would need to get the building electrical loads to her before she could give LCCC a final quote.  Seth told her that Ted was the probable a good contact for the energy part of this project.

Design Team Meeting - 2/22/2005 – Seth Carson, Phil Neal, Bon Cox, Eileen Ely, John Ely, Ralph Knox, Don Davis, Tim Macnamera, and presenter Ted Hanlon in Cheyenne 

Ted Hanlon from High Plains Solar Wind, LLC presented a power point and proposal to assist LCCC with the solar/wind items in the grant.  Ted stressed the importance and significance of the grant as a demonstration project.  The team decided to go ahead and pursue the on-site generation of the wind/solar items and tackle the neighbor and city regulations issues as the unfolded.   

Ted explained the details on the wind and solar technology.  He stated that he thought that the 12kw solar array would be the largest in the state.  He explained his methodology for the ground mount racks and possible protection security methods for the solar array.  He explained the warranty (25 years) on the solar panels.  Ted’s power point is on file in Seth’s office for future review. 

Overall the proposal was impressive.  Seth would recommend retaining Ted’s consulting service for the project. 

Don Davis also presented Seth with a sneak preview of the IT plan.  The plan showed the in-floor boxes as a solution for the walker duct.  Don said that they would have prices to Ralph later this week for this plan draft.

Don Davis from Fremont Electric called Seth to get an update on his firm’s status and involvement in the project.  Don asked when Scott was going to finalize his contract for the electrical work (not IT work yet).  Don was very concerned about the time that he had into the project and that Scott was going to bail on him.  Seth stated that he would contact Scott to obtain some clear answers.  Don also that Randi had finished the rough draft of the IT plans and that they could be reviewed at Don’s office.

Scott,

I received a rather concerned phone call from Don at Fremont Electric.  He
stated that you guys had agreed on a price for the electrical(not IT). He said
that you requested that he send (out on the 8th of Feb.) you his contract for
signing.  Don has not received it back.  His main concern he has a lot of money
into this project and no contract.  He said that his engineers (Chuck and Randi)
are done with the majority of the electrical and IT design.  Don stated that the
plans are at his office for your review.  I don't mean to get in the middle of
this matter as it is really for you two to work out.  I just thought since you
stated that the LCCC plans were schedule to be completed by March 7th that
everyone would be in contract by know that is doing both the design and build.
I told Don that you would contact him very soon and let he know where you are
at. I understand that the IT is separate issue and can be resolved later.

Meeting - 2/22/2005 – Email from Scott Kohrs to Seth Carson 

Seth, thanks for the email.  Don and I had a conversation on the contract yesterday.  He had made some changes to the contract and we spoke about those changes yesterday.  I sent him an executed contract yesterday and asked him to work on some language that the two of us could live with regarding two issues.  He should have a signed contract either today or tomorrow and we will work out the two items in the next few days.  Thanks for the heads up...........

Thanks again for your time on the phone.  Here is what I will need in order to provide a green power proposal for the Albany County Campus project: 

·     Annual electricity use estimate for the HVAC system.

·     Annual electricity use estimate for interior lighting.

·     Annual electricity use estimate for service hot water system, if applicable.

·     Annual estimate for electricity that would be provided by on-site generation, such as photo-voltaics. 

Estimates should be expressed in kWh/year. Non-regulated systems, including plug loads, exterior lighting, garage ventilation and elevators, should not be included in the above estimates. 

I will give you a call next Thursday as we discussed, but feel free to call me if you have questions in the meantime.

Phone Conference - 2/25/2005 – Seth Carson and Bob Berry 

Bob contacted Seth to collect some information.  Bob asked about the scope of work for the team designers.  For example, he wanted to know if it was Major Geo Thermal that was designing the loop field heat pumps, and duct work.  If so, he stated that typically the mechanical engineer does the duct layout, not the geo guys.  He also stated that Major-Geo Thermal had little past experience with vertical wells and that is why they may be pushing for the horizontal system.  Bob also stated that he was still waiting for his contract from LCCC.
