Seth - Good Morning! 

On August 3, 2005 the LCCC Board of Trustees will be holding their monthly Study Session in Laramie.  They wish to invite to their meeting, Adminstrative Staff at the ACC, ACC Advisory Committee and you.  As part of their meeting they would like a progress report on the campus building project and a tour of the building.  Would you be available to join them for dinner and be able to give that update?  They will leave Cheyenne and would get to the site at about 6:30 p.m.  They will meet in either the Rec Center Community Room or a room at Mountain West F. B.  We have not got a room set up yet.  I do not know whether they will eat first and then the tour or begin with the tour.  Ms. Betsy Krahenbuhl in my office is handling the details and with get back with you if you can participate.

Correspondence 7/25/2005 – Email to Seth Carson from Phil Neal 

Hi Seth, 

How’s it going? I was driving to the rec center today and saw the SIPS have been delivered. Are they ok laying out in the weather, in case it rains? 

The reason I emailed is that we are supposed to channel all recommendations through you, Bob and Jerry. I thought since you are a grant team member I would contact you. I would recommend you make a courtesy call to Tom Fuller and let him know what is happening with the supplemental grant application. When I met with him last week (under the direction of the LCCC design committee) I gave him an update and told him that we would be getting a supplemental grant request to him within the next week or so. I am not sure how the meeting with TK went on Friday and if we are still going back to Tom for more money, or if we are waiting until we get the solar and wind bids in and then going to him. But since we are trying to stay in his good graces we may want to give him a courtesy call so he is not waiting on a document that never arrives. I am not suggesting that we divulge the contents of Friday’s meeting, rather, just let him know when and if we will be submitting a supplemental grant - Just a thought. I will not contact him or anyone else unless directed to do so. Let me know if you need anything. I will talk to you later.

Site Visit 7/25/2005 – Seth Carson visited the ACC site 

Seth visited the site and spoke with Ralph.  Seth relayed the message about the SIPS panels getting wet.  Ralph stated that he wouldn’t do anything about it today but would try to cover them if looks like the weather calls for a lot of rain before they start erecting the panels latter this week.   

Seth also noticed that chalk lines were on the floor slab and there were a lot of the plumbing pvc pipe drains that were off layout.  Someone from MSI was sawcuting and drilling out a lot of the pipes to fix the problem in the south pod.  For the most part, most of the electrical rough in conduit sticking out of the slab was on layout.  Overall, the plumbing sub-contractor did a very poor job of rough in layout and installation of the rough in drains.  The biggest downfall is that the MSI staff on site should have been working on roof drains instead they were fixing the floor drain problems.  This will most likely put there work back several days. 

Also of note is that there still were several sections of roof metal decking not yet installed on both the south and north pod.  Site grading was also in progress and appeared to be nearing completion on the building surrounding areas and parking lot.

Nicole, 

Have you reached the point where the mechanical subs are submitting shop drawings to MKK? If so, please send me a copy of the submittals of all of the major components of the M & E systems, exclude things like insulation, plumbing fixtures, etc.. I would like copies after MKK has made any comments on them, so I am aware of any issues they had concerns with, that they would like me to pay particular attention to. After receiving these, I will generate the Pre-Functional Checklists (PFC’s). After receiving the control sub’s submittal, I’ll write the Functional Performance Tests (FPT’s). 

I’d like to hold the Commissioning Scoping Meeting in conjunction with a visit to observe the well field drilling. Have you projected a date for that activity yet? The meeting participants should include: 

Yourself, Ralph, MKK (invited, but not mandatory), sheet metal sub, piping sub, well field sub, elect. sub, controls sub, TAB sub, LCCC maintenance staff rep., Seth (if he agrees to behave!) and any other LCCC mgmt. or staff that would like to attend.

I would be happy to visit and meet with the board on August 3rd.  I will see if we can round up a bunch of hard hats for the group.  About how many of them will there be?

Correspondence 7/26/2005 – Email to Seth Carson from Betsy Krahenbuhl 

Hi Seth,  For next Wednesday's guided (by you!) tour of the construction site, we've invited 37 people total.  Since it's summer and lots of folks are away, we're assuming way fewer than that will actually be there.  We're just mailing the letters today inviting folks, and we have asked them to RSVP to Marilyn by next Monday.  I bet we won't have more than 26 or 27, BUT, of course, I can't say for sure. 

If that's way too many hard hats to round up, just get as many as you can, and they can view the site in shifts! 

You are invited to the dinner after your tour.  It'll be pizza and salad from Grand Avenue in a room at the Hampton Inn.

Correspondence 7/27/2005 – Email from Seth Carson to LCCC Team 

Hi Team, 

Bob, I thought we were going to wait till after Thursday’s for Nicole’s grant information comparison to come back before will call Tom.  Tuesday next week works for me to met with Tom.   I would strongly urge us not to bug him until all of us are on the same page.  I can have all the numbers plugged in and a final request ready for Tom by Tuesday.   Let me try a put together a rough draft of the request and the numbers by late Friday.  Phil, could you write an introduction/cover page to the report that explains the reality of the situation? ie. why we need more money. Thanks! 

Also, I did some asking around about some of the newest potential value management ideas.  One was to use 25 ga metal studs for the interior walls.  I was consistently told that LCCC would be idiots to use this “cheap” of studs for the partition walls.  The walls would noticeably bend if you leaned against them.  There super flimsy. I would highly recommend that you do NOT save $942.00 dollars here.

Kevin, 

Monday afternoon will work at 1:00PM.  Please bring everything you have.  I met with Fremont electric today.  Don wanted to know if you have the integrated square D current monitors specified?  Same thing with the serial port stuff?  What are the costs of these?  

Also, I think we can get a data cable to the ports.   The building on the hill needs to be discussed too.

Tim and Team, 

Tim, could you send me an autoCAD file of the final site plan?  Part two of the energy grant is getting wrapped up and we need it to plan the conduit and junction boxes, etc.  Also, we are possible planning on building a small mech. building/shed next to the solar array for the transformers, inverters, etc.  Have we decided on the cmu block type and color?  We would like this small structure to match and as low profile as possible. 

Also, did LCCC discuss the windows with you during the design phase of the project? I don’t anyone recall requesting operable windows anywhere in the building.  There was some question about the grant paying for these.  I reviewed the grant and it does mention that it would pay for the duct damper controls as it related to sensors for open windows in the classroom, but not the operable window itself.  As I see it, operable windows lower the energy performance of the building as a whole.  At the meeting yesterday, the LCCC Foundation really didn’t sound like the operable windows were needed.  I know Nicole wants to order the windows ASAP.  It will also pull $18,000 out of the geo-exchange budget to eliminate them.  This would bring us to just $56,347.56 or 12.7% over on the geo-grant item.  This might be more workable when we request the additional state funds.  Anyways, if ACC did not specifically request operable windows, let’s plan on taking them out it is ok with Bob Cox and Chuck Bohlen.  Guys, please send your comments on this one.

Bob and Nicole, 

Sorry for the delay in getting back with you.  Were are working on some other issues with the project that have arisen and are being resolved.  I know Nicole is in the final lap of releasing the contracts of the geo-system.   

I still have noticed some items that I need clarification on.  First, it sounds like we need to go with cheaper climate master heat pumps.  Nicole stated that this will save $16,000.  She has put back in the price for the condensate drains for $8230.  I am ok with this also long as if the heat pump leaks it collects to the drains.  Do these have the data access point that we could plug into latter to get the operational info of the heat pump like we discussed earlier in the year.  If I am missing something with this let me know.  

Also, Nicole has provided some cost break downs of work MKK might perform.  Nicole listed that MKK would charge $12,000 for the “LEED cert design costs”.  This seems like a lot for just paper work.  They would also charge $14,300 for the “HVAC Commissioning & Duct Pressure Testing”.  Is this for the balancing of the system?  Do the auto balancing valves eliminate the need for some of this work cost?  Nicole, I need a break down for these valves.  Is there overlap between your services with commissioning, excessive LEED paperwork we don’t need to get LEED certified, preoccupant balancing and servicing that MKK would do anyways, etc. etc.  Please don’t let MKK charge us something that they should already being doing anyways without LEED like pressure testing and balancing.  In short, LCCC needs a system that works, runs at the highest energy performance possible after the first year, and doesn’t break the bank.  Also, I was under the assumption that you would count as the commissioning for the LEEDs prerequisite and that one of the geo drilling/design subs would run the LEEDs specific energy model for $1500.  Bob could you help use digest this stuff further.   Also, the G.C. and LCCC are seriously looking at cutting the controls to help the budget and basically have each heat pump on a thermo stat in each classroom.  I really think this is a mistake since, it is like taking the brain away from building and expecting the heart to still pump here and there and work, this scares me.  Nicole has given me a price of $69,665 for the RW controls that LCCC wants.  Bob could you list pro and cons and cheaper alternatives for this as it relates to energy management, payback periods, maintenance concerns, thermal comfort, geo-system specific concerns, etc.  Thanks!!!!  

Lastly, I believe this other issue is being resolve I would expect Nicole to get back with you after Friday concerning your last email title “next steps in commissioning”  and reviewing the drawings, etc.
