This spreadsheet is based upon Taylor Kohrs sub-contractor list of 9/15/05, and included all the lien waivers we have received to date. I will update this spreadsheet as I receive waivers. No big issue except that it will be around another thousand bucks. Anyways, I can pull the permit in the name of Jack Dressel and plug this into his fees. I could pull the permit with my business too if you will reimburse me later. Let me know today. But before I we can get the permit, I need to have the stamped foundation plan in hand from Allan Henderson. I reviewed the insurance from Patrick and Henderson for the PE Stamped foundation design and everything looks ok to get a PO. Jerry, could you crank one out today for the foundation PE if you dont already have it ready. That would be great. Thank you, Nicole Buscher Correspondence 10/31/2005 Fax to Jack Dressel from Seth Carson Jack, LCCC is ready to move forward with you on our turbine foundation. First, LCCC will require your work to be bonded. We realize that this may add to the price you quoted me at $31,726 but LCCC is willing to pay for the increased insurance. Second, Martin Excavation (Tom Martin 307-745-4661) is willing to dig the hole the week of the 14th of November. He will also be helping our electrician with the ground trenches and conduit runs. Please call him between 7:30 and 8:00 mountain time. This is the only time you can get a hold of him to get a price from him. I will be meeting with Tom tomorrow and we will be visiting the site. If you need me to ask him anything then, let me know today. Third, Fremont Electric (307-721-4176) will be providing the conduit sweeps into the base. The will also be present for hookup and grounding installation. Forth, Osborne Concrete (307-742-0533) or Lafarge (307-745-4833) are available to provide the slurry and mud. Osborne quoted me $81 dollars per yard for the mud. Lafarge prices are $88 per yard for the mud and $76.75 for the slurry. Lafarge usually has better quality control on their product but Osborne is good too. Lastly, our turbine is set to be delivered the 5th of December by EMS. It would great to have your done by the 20th of November. Please fax your bonding and insurance information and to Jerry Harris at (307-778-4300) ASAP. Did you budget $120,000 for the geotherm wells? Or is the $120,000 calculated another way? 2. The UPS battery backup was a deduct item of $15,000 which I can track in the budget. My concern is that apparently there was an agreement for LCCC to pay for it because of a recent purchase we made over here for a cost of $11,233. The problem is the spec is for a 20kVA UPS we bought a 10kVA unit. I need to have someone get us up to speed on the thinking here. If we are to purchase it, we need to get on it. Otherwise I track the other changes. Estimate per drawing provided by Chris Moody of Wyoming Groundwater = $9,567.50 Ψ Additional materials and labor to move supply wells from original location = $3,753.50 Ψ Five additional 2 waterlines to enter building = $1,905.80 Ψ Change Order grand total = $15,226.80 Quite frankly, I am a little surprised about these figures since I thought Watson Wells bid was complete based upon the revised plan and specifications. LCCC was not aware that Bob Berry was going to modify the design, are there any more surprises like this? If these charges are in fact legitimate, then we will have to alter the grant request by this amount. Thanks Jerry L. He has found a UPS system from Gridpoint that will accept a direct connection from the solar panels. According to Seth, this would eliminate the inverter and other equipment to connect the solar panels. He is working with the company to get costs and Fremont for installation costs. When we met with ISC/Cisco about the phone system, they recommended that we have a 20Kva system. I am double checking with them today as Seth believes this may be too much. Taylor Kohrs had carried a budget of $15,000 for a battery backup. It wasn't until our IT Coordination meeting that LCCC had informed us of the 20 KVA requirement. As Jerry had provided information earlier on a 10 KVA unit costing $11,233, we thought it best to save as much money (taxes, etc.) and have LCCC purchase the UPS directly. We dont have such rest rooms at the Cheyenne campus, all restrooms are open to the public. If they do have locks on them, we can key them any way you want. Key pad locks are expensive and expensive to maintain. We are trying to eliminate them in Cheyenne. At this time, please do NOT proceed with change order. I know you are quite familiar with LCCC budget of $5000K maximum to complete the eagle plinth. Double the price is something we just cant afford. I appreciate you digging the hole and placing the concrete foundation and those prices are fair. At this point we are exploring Eileens concrete grant. I am also exploring getting the mason labor donated and the steel base fabricated at the high school and UW for cost of materials. I am also working on the cap options. The cap will not be one solid piece. Also, I know you have quoted to me that the rest of the stone on the building has been costing LCCC 20 dollars per sqft. The plinth has 80 sqft. This should be around $1600 maximum, the cmu block shouldnt be to much since there is in fact extra block at the site. LCCC would be willing to pay $1600 for mason work as it is consistent with the typical price. Also, it seems to me that the parapet detail might have been made up in the eagle PCO. I would hope this is not the case and would expect that LCCC not be taken advantage of here. We have $5000 maximum. If the PCO price cannot be adjusted and reduced, LCCC will have to get things donated, period. Please respond if there are questions. Thanks, Seth Correspondence 11/2/2005 Email from Nicole Buscher to Seth Carson Seth, As I'm sure you are aware, the masonry is complete, except for the stone cap which has not been purchased. They set the last few stones this afternoon. I directed Ralph and Ahrenholtz to proceed with this work so that the mixing station could be removed from the site and allow fine grading to begin. The stone cap alone is $1,000. If LCCC would like to go elsewhere for the material and labor, that is fine. As for the remaining masonry costs, 6" block was not a material on this project. (We used 4" and 8" were.) There is actually 168 SF, 84 SF of 6" block and 84 SF of stone. Therefore, the square foot cost is approx. $20/SF. ($4,500 - $1,000 = $3,500. $3,500/168 SF = $20.83/SF) Nevertheless, Ahrenholtz has agreed to reduce their costs by $2,000. Attached is the revised PCO #4 for your use. As for trying to make up for the parapet costs in ASI #3, LCCC will see in our monthly contract and change order update that we're issuing Ahrenholtz a separate change order for $3,200 for that work. I found out today from my sources at the WBC that there is not much funds left in the Exxon Petroleum Violation account after all. Maybe $100K but not $207k like we need as I have been told. There is are of course other funds (Stripper), etc. that we may get money to finish part B. At this point (speculating!), Tom may not want to approve all of the variance as we will not be able to successfully complete any of Part B. Just a thought. In the contract, it indicates that LCCC will provide and demonstrate renewable energy concepts. Right now there is not enough money to even hook up the turbine. We will not be meeting this requirement if the variance is approved. Anyways, we need to have Tom indicate what he wants our next direction to be, i.e. the new grant may not be a supplemental and may be from a new grant fund all together. The grant format could change, etc. Has anyone contacted Tom??? Before we do, we need to discuss this supplemental grant thing first. I never implied this what if at all. As your consultant, I am simply advising you of the current situation with a possible scenario, only that. Hence, my detective work at the WBC and not talking with Tom Fuller. I think EVERYONE is quite aware of the importance of this letter. I am just trying to strategize if this thing fails what we may want to do. We made promises to the WBC that we would provide a showcase of the renewable technologies with our budget and with this grant money. We will not be doing this with the variance half the grant if this thing goes through, Tom may not want this. I do agree the building is TOP priority! It is not LCCCs fault that we were given a bad budget from TK and bad information on prices from Major Geo-Thermal that John, Phil, and I used for the grant spreadsheet. I have faith that this will all work out. The WBC is too committed to our project to leave us out in the rain. Chuck, when are you going to give the letter to Tom? FYI, the final cost on the HVAC Geo system was 25 dollars per SQFT. We are deep trouble without the variance. Building completion is more important than the renewable energy demonstration. How many times do I have remind everyone that there are no more funds available for this project. I hope you have not suggested to Mr. Fuller that he should not approve all the variance. If so, you need immediately to correct that perception. Nicole Correspondence 11/8/2005 Email from Phil Neal to Team Hi all, First, I have not talked to Tom Fuller since the interview with the news team weeks ago. Second, I recommend that we do not move forward with the foundation of the wind turbine ($50,000), the purchase of the solar array ($50,000) and have EMS hold off on delivering the turbine, until we hear back from Tom Fuller on possible funding. If we have to pay EMS to store the turbine for a few weeks, months, or a year, then we do that. If we have EMS deliver the turbine and sit it on the ground until we can afford to get the foundation completed, then we will have to pay them to come back and erect it at a later date. I told our committee, months ago, that Tom Fuller saw this as a two phase project with the building being completed first, and then the renewable energy components being attached at a later date. But we made a mistake when we agreed to purchase the wind turbine before the building budget was complete. Now, we have to stop the bleeding until more money arrives on the scene. I hate putting any part of the project on the back burner, and I agree with Seth that Tom has told us too many times that the WBC supports this project too much to let it stumble. Bob took the variance request to Tom this morning. Only Bob should have interaction with Tom on this request. Question: when will the request be prepared to solict funds to finish the energy generation portion of the project? Now that the variance is in, I have no problem with submitting the energy generation request. Phil Correspondence 11/8/2005 Email from Bob Cox to Team Good Morning Everyone -- I just returned from my meeting with Tom Fuller. He claims to have the ability to sign the variance, but plans to FAX it to Barb Alderson for feedback. I don't feel there is a problem but prefer to have his OK which I hope to get in the next day or two. I walked through the spreadsheet with him and pointed to the need for additional funds in the energy side of the grant. He was pleased to see the adjustment in the standard costs and noted that the total request to complete the project is similar to the standard cost increase of 25%. I told him that we want to get the request for additional grant funds to him later this week or first thing next week. Again, Phil and Seth, I need your assistance in completing a letter request to request those funds. He told me, that that request will have to jump through all of the hoops the original grant went through meaning all of the folks at the Business Council, Governor, Dept of Energy and I suppose the review in Virginia. With regard to this, we cannot continue to contract any more expenses for Part B side of the grant until we get the grant request to Tom and the funds awarded. Currently, we are only missing about 5 or 6 item costs; Seth has been in contact with Don at Fremont Electric about these prices. Knowing the urgency of the additional grant funds, I asked Seth to recontact Don to see if he could push the pricing process along. We also talked briefly about the format of the second grant request. Unless otherwise notified, Phil and Seth will follow the same format as the initial grant. Is this acceptable? Chuck Correspondence 11/11/2005 Email from Eileen Ely to Team Hi Jerry, At a meeting yesterday, City Manager Mark Collins approached me about the issue of curbing around the landscaped areas in our sloped parking lot, especially regarding soil and bark erosion. While he and Jerry Hankin are aware that we eliminated a majority of our curbing due to budget constraints, they are worried that it may cost us more money in the long runto include bark and soil replacement costs. While we have the retention pond, the issue was also mentioned about the possibility of bark and soil erosion into the surrounding storm sewer system and then into Spring Creek. Again, installing or not stalling retaining curb is up to us, but Mark and Jerry wanted to give us something to think about. Also, Mark mentioned that if there were any problems with timely occupancy permitting to give him a call. I really enjoy working with him what an improvement over past city managers! Our budget included $2,516 for benches and $800 for trash receptacle.
