Report for 8/30/2004 – 9/3/2004 – LCCC – Albany County Campus Project Prepared by Seth A. Carson

 

Meeting 8/31/2004 –Seth Carson and John Ely attended a meeting in Cheyenne with TMA – Global Wind Energy Systems, Inc.  Shannon Murphy, Scott and Ronald Taylor present the background on their company and the windmill product.

John and Seth were there to review the possibility of using/purchasing (with DOE grant funds) (2) 10kw vertical axis wind turbines from TMA.  These windmill could be placed on or offsite.  Also discussed was the need for and anemometer test windmill to best placed on the site ASAP.  This device would be used from September – March to collect wind data.  The data could then be downloaded by TMA and used to determine if the site wind was adequate for harvest.  The anemometer costs about $5k-10k.  John Ely said he would take care of researching and obtaining bids of this device.  The construction technology students could then install the anemometer and photo/press opportunities with the Laramie Daily Boomerang could be used to announce the grant award.  

The test nanometer needs to be purchased ASAP.  Box Cox will need to have a P.O. ready.

Meeting 9/1/2004 –Seth Carson, John and Eileen Ely, Phil Neal, Tom Fuller (Wyoming Business Council), and David Waltzman (DOE) met in Denver, CO to discuss the final approval of the DOE grant funds.

The meeting went very well.  David discussed his thoughts on the grants.  He mentioned what he thought “standard” building method of construction might be vs. an energy efficient method.  Tim Laughlin did an excellent job in explaining the design teams detailed method for the grant funds calculations.  In turn, the delta offset between the standard and the energy efficient was well received by David. 

David also asked whether the Wyoming Community College Commission had any performance/energy criteria/design requirements.  He urged that this project could lead Wyoming in that direction in either formulating or adopting a specific energy code for schools and beyond.  David also stressed the importance of the design/build and integrated design.

          Also discussed were items of the grant that did not meet the requirements of the Exxon settlement funds.  Overall the meeting was success.  The grant was verbally approved and the paperwork/contract would be finalized within the next week. 

          Other items of note include a product called a vendingmizer that mounts onto a vending machine to help save energy.  David also suggested researching the Discovery house (Mixstain Builders) built on the Front Range as an example of A+ energy efficient project. 

          Seth asked what kind of data the DOE might be interested in. David said that the IAQ vs. occupant performance, student satisfaction, test scores, etc. might be impacted by the daylighting and other energy systems, plus the energy performance data.

 Meeting 9/2/2004 –Seth Carson, Eileen Ely, Michelle Sell, Joel Farber all met ay Trihydro.

More details concerning Trihydro scope of services were discussed.  Items of interest are discussed below: 

1. More geo-exchange information regarding the testing/design calculations to be preformed needed to be answered.  Specifically the needs of the geo-exchange design engineer.

2. Joel stated that the civil design work would take Trihydro 4-6 weeks to complete.  This included the utilities and boulevard design.

3. Joel asked who would be performing the landscape architectural design.

4. David Coffey was brought up as possible sub-contractor to Trihydro for the site survey work.  Seth urged it was most important to use a surveyor that could complete his work in a timely manner that worked best for the project schedule.

5. Joel asked who would be performing the site lighting design and electrical engineering for the project.

6. Joel and Michelle stated that they would perform the design for all site utilities up to 5’ from the building footprint.  This is standard design procedure.  The mechanical/HVAC engineers would take the design from there.

7. Debbie at Trihydro would be the person that would draft the actual service contract.

8. Joel stated he would need to work in conjunction with the project structural engineer to give them the design information (i.e. depth, locations, soil bearing pressures, etc.)

9. Michelle stated the Bonding agents may require an environmental assessment report.  Trihydro could perform this service for around $10K. She urge us not to mention this to the bonding agent as it might not be needed. 

10. Also discussed was whether or not Trihydro would perform any site supervision/as-built drawings and inspections.  Seth and Eileen both agreed that some of this might be needed, but the extent of the task could be evaluated later when the fee amount is presented.

11. Joel asked who would be performing the parking layout.

12. Michelle stated that there services would be billed for through monthly invoices. 

13. Joel gave us a rough ballpark estimate of $200k for their entire scope of services.

14. Seth requested that the service fees needed to be itemized when they present the final numbers to LCCC. 

Meeting 9/2/2004 – Seth Carson, Dr. Jay Puckett, and Dr. Cenk Yavuzturk. 

Meeting was held to discuss the involvement of the College of Engineering, specifically the Civil and Architectural Engineering Department with the ACC building project.

Seth called the meeting to see if Puckett and Yavuzturk could help to design an approach and method to obtaining useful performance/energy data from the new ACC.  Both Puckett and Yavuzturk seemed very interested in using the building as living/teaching laboratory.

Seth also offered that the architectural students could tour the project during construction for learning/teaching opportunities.

Lastly, Puckett and Yavuzturk asked if it would be permissible to research other grant funds to dovetail with our grant funds.  Cenk stated that if they could obtain about a $100k for R&D that they could become very involved with the project. Seth said that LCCC would most likely entertain any and all interest in this project.  Both Puckett and Yavuzturk were very impressed about the uniqueness and the local proximity of such a project.    

Meeting 9/3/2004 – Seth Carson and Michelle Sell at Trihydro.  Meeting was held regarding Trihydro’s scope of services.  

Meeting 9/3/2004 – Seth Carson and Don Davis of Fremont Electric.  Phone conversation was to discuss the possibility of Fremont electric becoming involved as the new electrical design/build team member.  Seth urged Don to contact Scott Kohrs regarding this matter. 

I would urge Scott Kohrs and the LCCC design/build team to line up a new electrical contractor for this project.  I feel that Fremont Electric would be great fit to the team.

9/8/2004 – Seth spoke with Michelle Sell regarding platting issues.  Seth agreed to obtain the plat from Aspen-Banner 307-745-7366 (2020 E. Grand Ave, Suite 530, Laramie, WY  82070) for Michelle. This is the same documentation that was prepared for the city planning office and city council. 

Seth contacted Aspen-Banner regarding the plat.  Jim Cavalli from Aspen-Banner stated that the site plat plan only has the Turner Tract control points and boundary points outline on the plat.  Jim referred me to the surveyor (Paul Reed, 307-634-1101) who did the work for them for the final plat.  Seth contacted Paul and he stated that the physical corner/boundary pins were not in the ground.  Paul said he would put the boundary pins in the ground after the city council approved that plat.  He also stated that survey work would need to be done on the topographical/grading of the site.  Seth pasted this information onto Michelle Sell.

9/8/2004 – Seth spoke with Stu Reevs from the Poudre Valley School District about the LEED’s commissioning.  The names of the firms are listed below that he suggested.

9/9/2004 – Seth picked up that plat plan from Aspen-Banner and delivered the plat and information to Michelle Sell.  Seth also spoke with Phil Neal and reviewed the Aspen-Banner plat to verify it corresponded with the purchased plat from the city.  Phil and Seth also discussed the furniture pricing/budget.  Phil also noted that there was some hesitation about obtaining the LEED certification from the Cheyenne campus.  

9/8/2004 – Seth spoke with Michelle Sell regarding the plat from Aspen-Banner.

 

Tasks completed – Seth Carson studied for the LEED’s accredited professional exam over the Labor Day weekend.  Seth successfully completed the exam September 7th in Loveland, Colorado.

Report for 9/13/2004 – 9/17/2004 – LCCC – Albany County Campus Project Prepared by Seth A. Carson  

 

Meeting 9/13/2004 –Seth Carson and Michelle Sell at Trihydro.  The meeting was called to review more of the project timeline and scope of service.

Michelle asked if Scott Kohrs and Tim Laughlin could solidify the ACC project schedule.  She stated she would contact Eileen and Tim directly. Michelle also asked if Seth knew that setbacks for the ACC lot at the Turner Track.  Seth stated he would find this information for her.

9/16/2004 – Budget Report Review – Seth reviewed the cost budget report prepared by Scott Kohrs.  The final review report of the Taylor Kohrs cost estimate will be ready 10/6/2004.

Meeting 9/23/2004 – Seth Carson, Bob Cox, Eileen Ely, and Kim Negich, Joel Farber, Michelle Sell of Trihydro meet regarding the presentation of the Trihydro scope of services and cost estimates. 

Box Cox began with some updated scheduled project dates.  He stated that the bond rate was AAA – A- at around 4-4.2% interest.  He also stated that the bond closing will be held on November 9th, 2004. 

Next Joel and Michelle outlined the scope of services.  A great deal of discussion surrounded the construction supervision section of the cost estimate.  LCCC will need to decide how much, if any supervision would need to be required.  The cost estimate and scope of services is listed here.  

Seth requested that the construction supervision section of the cost estimate be revised to include on the civil work.

Meeting 9/23/2004 – Seth Carson, Bob Cox, Eileen Ely, and Phil Neal met at the ACC to discuss the project bonding and lease agreement.  Copies of these are in the project notebook.  The bonding budget for the building will be $3,260,000.  The lease agreement will be 20 years from the foundation.
